Issue: Malians are missing there tech ‘Javelin Emplacement’ in crucible.

Trigger Event: Builded the ‘**Saharan Trade Network’ to unlock said tech. Then made outposts, and the ‘Javelin Emplacement’ were misssing, and the arrow emplacement were still there.
Note: I also had the boon to have all 3 emplacements at the same time(this could be the trigger or it was forgotten).**

Repro Steps: Mabye get the boon for having all emplacements? Unsure if its not just straight up missing(the tech that is).
