Custom campaigns have all scenarios unlocked

When getting new campaigns from the Mod Browser, all of the scenarios in the campaign are shown unlocked; this makes it impossible to know which ones I’ve already finished, since they are all showing as if I’d completed them all; I don’t know if it’s related, but, for a while I’ve not seen the bronze/silver/gold markings on custom campaigns either.

Here’s the steps to reproduce the issue:

Get Campaign mod from Mod Browser
Load Campaign
Notice all maps are available

Maps should be locked/not visible until the one before it is completed.
