I can confirm this happened to our group of 7 players very recently when we attempted to use the [AI Custom] LuSnake suitable for noob - Mods - Age of Empires mod. Every time we attempt to play with the mod, the game keeps attempting to re-download it for everyone in the lobby (even though it is already downloaded). The lobby continues to try to “send the file” to all the users, but instead of users receiving the file, they are kicked out of the lobby with the lobby eventually crashing.
