Custom Villager Priority System allocations doesn't work unless you turn it off and turn it on again every time you want to make a change

Issue: Villager Priority System Custom Preset

When you use the custom allocation option, you have to turn off the VPS and re-enable it for the custom allocations to work, or else it will not take effect.

Trigger Event: Turn on VPS and choose any preset setting.

Repro Steps:

  1. After you have a VPS preset active, then switch to custom allocation and allocate whatever you wish
  2. Villagers will maintain their current ratios
  3. Open the VPS wheel and turn it off completely (select none), and confirm.
  4. Re-open the VPS wheel and then select custom and allocate your new ratios, and hit confirm
  5. After a few seconds the villagers will change what they are doing.

Also if the villagers are going to go to a farther away resource when there’s a perfectly good one close by, can you at least let them build drop sites? Along with the issue above, I think these are the only two things in the way of the VPS being usable.
