Default Unit Stance not working

Issue:

The Default Unit Stance option in the Game menu does not work. Have the stance set to Defensive, but all units still default to Aggressive. Manually changing unit stance in-game still works fine.

Repro Steps:

  1. Change Default unit stance
  2. Play game
  3. Select any military unit
