I think this is is a bug since it’s the only building that requires resources for Delhi (as far as I know).
Scholarly Culture in their tech-tree also reads: ‘Research all’ technology for free.’.
Hmm I think I just realized the difference between Weapon emplacement and Technology, so never mind! The keep emplacements also cost resources.
