Delhi Sultanate - "Hisar Academy" Landmark + Delete - You can Delete the "Hisar Academy" Landmark, which should not be possible

For Delhi, the “Hisar Academy” Landmark acts as a Madrasa (University), and since it’s a Landmark, should not be able to be Deleted, but it can be. Probably happened when the University template was copied over to it.
