Difference Between Hard and Legendary TK

Can someone give me an example of a difference between Hard and Legendary on the Three Kingdoms DLC in a campaign scenario?

I was looking at a few of the starting layouts and I couldn’t find a difference.

Just curious because I found Legendary to still be not that difficult.
