disabling a DLC in steam overlay (and updating the game etc), doesn’t disable the civ in game. it can still be picked, and still appears when playing random civ.

Here’s the steps to reproduce the issue:
buy DLC (or have it for free eg Lords of the West)
disable/uninstall the DLC in steam
civs (eg Burgundians) are still available to play and appear in random selection.
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
If I disable DLC I dislike, I expect it to not be in my game anymore. I want to be able to play random civ without being forced into new civs.
I wonder if it’s because some of the DLCs were made free for everyone and part of the base game. That probably tagged those DLCs as part as un-removable since they’re part of the base game now?

PS: I don’t know how it is for Ranked, but at least vs. AI, you can pick “Custom”. Mark the civs you want with a , and have it randomize those civs:
I can be wrong but i think the fact the dlc is installed is to get access to the campaigns but the civs are unlocked when you buy it whatever if the dlc is installed or not
