Just a heads up, the black fog terrain is walkable in current build, nothing should be allowed on it. Can’t build buildings but any unit can just walk on it like its grass. Thats the special terrain, not beyond the map edges.
How about you finally start testing properly for once before you release an update.
Could you elaborate? Do you have some screenshots? Are you talking about Skirmish? Map Editor?
This has been the behaviour of black terrain for a very long time actually, definitely over a year. There is already sufficient flexibility in the editor to allow you tackle any issues you have.
To place buildings and units on it in the editor, cycle the place anywhere mode with Ctrl+S and the buildings appear on top (they change to a yellow tint rather than red when over black terrain in this mode)
To prevent units walking on black terrain, select the unit tab → gaia → blocker and draw invisible units that block any terrain (including black).
If the terrain was only impassible, it would actually be far more restrictive and less useful to modders like myself. Black is really useful for shop areas to distinguish things, but you often want units to walk in these areas.
I certainly don’t consider it a bug, if it were ‘fixed’ it would break my content.
Ehm no, it has always been impassable which makes it useful. Not talking about those placeable black tile units(thanks for the tips but I know about most of them). Normal standard gameplay such as a custom random map is where this occurs for me. Yes it is base terrain, not a layer.

Black terrain always been practicable by units/buildings, as it should be. It never ever was impassable. To make a tile impassable use the “Blocker” unit, click or click and drag on the map.
Sorry, your recollection is incorrect and I can prove it to you.
Here is a screenshot from within genie editor, showing a dat file from March 2021. (It’s the oldest I have readily available).
The “Type” field is made up of binary flags. If 32 is part of the flags, it categorises the terrain as land: this is what determines if a terrain is walkable to the game.
You can download old manifests if you want to go back further to check if it was every any different before that.
This might have been a design tweak, as I remember this switch could have been made once they introduced the “Blocker” tile and the “Black area” tile. From there on, Black terrain was fully walkable as it is used to design landscape and shadowed areas such as caves.
Making it impassable would not only make any sense given the current tools we have, but also bug many scenarios and campaigns, including oifficial content. So just use the workarounds, you can still make black terrain impassable if you want to.
