Good ideas but isn’t it a bit early for Slavs? We barely know anything about them before the Middle Ages.
Also who are the Indians?
There are multiple different civilisations in that area and different civilisations over time.

I would probably go with an “Enemies of Rome” DLC if I were to choose. You could include Gauls, Germans, Britons and maybe Thracians. They can all have the same architecture set to be budget friendly to the devs. I think some regional units (like eagles or battle elephants in AoE 2) would fit nicely in the game too.

Arabs did not birth any civilization in the AoE1 timeframe. They were actually mostly tribal nomads up until Islam.
Arabs are onlt relevant in the Medieval period. The previous great kingdoms on the Arabic Peninsula, were actually Jewish.
