ISSUE EXPERIENCED
The homecity card “Empresarios” states in the description (at least in German) that after sending the card, settlers can be trained in haciendas. But this is already possible by default. So there is a mistake somewhere. Either the description of the card is wrong or settlers can be trained erroneus without the homecity card being sent before.

Here’s the steps to reproduce the issue:
- Start a game with Mexico
- Check the description of the homecity card “Empresarios”
EXPECTED RESULT
Either the description of the card should read: “Settlers can be trained more quickly in haciendas.” or it should not be possible to train settlers in haciendas.
