Error code on first launch

Hi, i just buy AOE 4 from steam, try to first launch the game and then got this error.

Game server is currently down… AGAIN… Why is it always down so often?

I suggest going to steam then clicking on help then steam support then click purchases then click Age of Empires 4 then click I’d like a refund.
