Is not a bug. USA and Mexico gets unique outlaws regardless of the map

No colega, eso no es un error, tanto los mexicanos como los estados unidos no pueden crear otros tipos de forajidos que no sean los suyos, por algo sus forajidos son unidades únicas xd

You misunderstood. They’re supposed to get ONLY their unique outlaws, without access to the map’s outlaws. They’re currently getting both their unique outlaws AND the map’s outlaws.

If you bothered to pay attention there’s 5 different outlaws available on that saloon. The standard fixed USA outlaws and the ones included on the map (Crabat and Woukou Rider).
