Some European outlaws randomly appear in saloons and taverns instead of mercs.

Here’s the steps to reproduce the issue:

1. Just build taverns, etc.
   I confirmed that this can happen on Great Plains and Deccan. most likely on other maps too.

EXPECTED RESULT

Outlaws won’t be randomly available but should be limited to certain maps and civs.
