You need to send the cards from five different civilizations.
You can’t, for example, just send Papal Bull five times. You can send it only once, then you have to play as a different civ and send a different Church home city card.
For example, I played five games, sending Papal Bull (Malta), Statuto Albertino (Italy), Royal Decree to Claim the New World (Spain), Reformist Tsar (Russia), and Treaty of Nantes (France)
