It seems Update 17.22308 fixed my problem
I had the exact error on 9/7/2024, a graphics driver update solved it for a single launch but the error reappeared on 9/8/2024. After a reinstall of graphics drivers it persisted but I did find that if I turned off 1 of my displays to reduce the active display count from 3 to 2 it then was able to launch. Possibly a memory allocation issue for the receipt of the adapter list based on that behavior.
