This did not work for me. After this solution was posted I even tried every tec solution that I could think of and still nothing is working. It’s the second day and I am desperate to play.
Nope Does not work. You broke the game with this update. It is not “solved” please roll it back.

I am on windows 11 fully updated. Is there any other relevant info I could provide?
I have the same problem.
I tried to reinstall the game, verify game integrity, run steam/game as an administrator, deleting the mods file, restarting PC and steam. Nothing works… The game just won’t start. Does not even give me an error message.
