Fishing boats can't always reach shore fish

My civ- English

One of the smaller lakes on the map had several shore fish spawns i could not gather from. I made several careful clicks to make sure I was targeting it correctly (though it was still difficult despite the patch improving it) and the fish boats refused to collect from them. Ended up just deleting the boats for pop space. The lake was pretty small, too small to have any deep fish.

i thought this happened to me, but i watched the replay and realised my fishing ships had for some reason stopped going back to the dock and were just sitting idle full of food, so i am trying to order them to the shore fish and wondering why they wont work… fun way to lose a game.
