*Flex pick* - What CIv do you think is the most "equally strong" as pocket and flank?

Can be seen as kind of flex picks. And because of the inaccuracies it is really hard to tell which of them are really “flexible”. I’m just surprised to see Spanish and Teutons in there again… Maybe jsut because their TB are so good? Or are their tower bonusses a key there, too?
