My opinion is just some gathering from many people.
Like other game if try to free new civ in DLC in a term around week, 1 -3 civ/ week with player who not own the DLC, it will make they have test time and feel better for interest the game, maybe they will not buy it but will increase the player and might increase revenue for base game. Like other idea about sell the skin of unit, especially is region unit skin.
If any civi should be free it should be the romans.
Or they should come with a new DLC adding the Alans and Vandals, with campaigns for all three. RoR owners get the DLC for a discount.
We just get 3 new civs like 1.5 months ago?

I think what he wanted to say is that all new civs should be free for 1-3 weeks after the DLC releases so everyone can try them out before deciding if they want to buy the DLC.
There are already so many civs to choose from, even without any DLC, that I don’t think it matters whether there are any more.
Because that DLC is sadly rubbish.
The DLC is not bad some people just had unrealistic expectations about it.Roman civi should not be in this game at all so the least they should do it make it free.
I’d also be in favour of adding the Romans to the base game, but that DLC would need a bit of a revamp, as would the 3K DLC. But I doubt any of the executives would want to do something like that
Except for the castle all the other graphics were in the editor if Im not mis remembering.Credits to them for adding new voices rather than reuse byzantine voices.
I think the entirety of RoR should have been a free DLC
