Freezing / Stuttering

100% of the time / every match played (ALWAYS)

In every match I play, I experience random freezes that sometimes last 3–4 seconds.

This happens in all of my matches without exception, and has been occurring for almost one year now. It has become truly unbearable.
I have already cleared the cloud cache, removed all mods, uninstalled and reinstalled the game, but nothing helps — the game is basically unplayable.

The issue occurs whether I am live on Twitch or not.
However, when I play other games such as League of Legends or Counter-Strike 2, I do not experience these freezes.
