Freyr gatherers can attempt to repair unfinished TC

Issue:

When playing as Freyr, gatherers and dwarves can be directed to repair an under-construction Town Centre. The TC construction must have already been started by an infantry unit. The repairing action does not progress construction or repair damage done while under construction. This behaviour does not occur for other building types.

Repro Steps:

  1. Play as Freyr
  2. Using any infantry unit, start construction of a Town Centre on a Settlement
  3. Wait for the unit to begin actual construction on the foundation
  4. Select a gatherer or dwarf and right-click the unfinished Town Centre
  5. The unit will now attempt to repair the building, but this will not affect it in any way
