Game forces new hotkey profile with Datamods that has hotkeys.json support, does not fall back to player's default HK profile

like title suggested, it forces a new hotkey profile and ignores player’s own hotkey profile when playing with Datamods that has hotkeys.json support. this forces player to change all hotkeys instead of falling back to their original keys that they have set up

Here’s the steps to reproduce the issue:

0. set up classic key or something
1. create a new datamod with hotkeys.json
2. dont need to actually change the .dat file (copy from official data file)
3. add in a hotkeys.json (even copy from official as well)
4. start this new mod
5. ignores hotkeys

EXPECTED RESULT

it uses player’s own hotkey profile first regardless of mod’s custom hotkeys.json, any key that is missing then it falls back onto the mod’s new hotkeys
