Game settings keep resetting

Every time i load into the game i am greeted with a welcome note and am prompted to choose a layout. and all my settings never saved. (for example custom hotkeys, or the music wich i always turn off.)
i have reinstalled the game multiple times, also onto different harddrives.

i hope someone can help me with this problem.

I have this bug too. Some of guys told that strange symbols in nickname cause that. Hope Devs will fix that soon, because change steam nickname, is not very good idea to play a game.
