game’s feature to pack AND then unpack (town center in this case) while researching a technology causes game to crash

Here’s the steps to reproduce the issue:

  2. make use of Game’s own feature, enable pack/unpack TC ability in a mod

  3. make multiple town-center that can now pack/unpack

  4. one TC research a technology, select all town center on screen

  5. pack, then unpack the one that still researching

  6. game crash

not crash or not have the TC that is researching the tech and disallow packing for it
