Germany when overpopped cannot send resource shipments

When playing the civ Germany, if I am pop capped at 20/20 villagers, I am only allowed to send age I shipments. All age 2 shipments (not just unit shipments which require population space), including resource crates and 700 gold, are unable to be sent until I build a house.

Here’s the steps to reproduce the issue:

1. Pick Germany
2. Send 2 settler wagons as first age 1 card
3. Keep making settlers or send settler wagon cards until exceed population limit
4. Try to send 700 gold when overpopped. You will see all shipments greyed out except for age I shipments.

EXPECTED RESULT

I would be able to send 700 gold when overpopped.

That’s because of the “free” Uhlans that come with each German shipment from age II onwards.

Uhlans are 2 population a piece, you need available population to ship any card which would also send them.

If you struggle with pop cap as Germany try sending Palatine Settlements in Age II, it gives your houses an extra 20 pop space.
