Issue:Building carts dont get the unit creation speed bonus

(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)
Repro Steps:Age up with building carts.Build any military building with those carts.Research unit creation speed upgrade from blacksmith or put them in the influence of fortified outpost for unit creation speed and observe that it didnt effect them.
Edit:This bug happens after reaching age 3 and building buildings with building cart.
