Victorian era age ups to Imperial age and gives a factory wagon. Also it can be researched in Imperial age, a very good choice by devs. This gives the possibility to no european civs to not lost their bonus, mandatory in some cases
BUT, this civs cant upgrade it, keeping behind Europeans on economy, this is a trouble for treaty mode, where Europeans get more “villagers” than other civs (7’15 vs 5’50/sec)
In my opinion all of them should can do it
