Hard AI doesn't build a wonder in wonder only mode

I wanted to do the “destroy a wonder with an ottoman bombard” challenge, so I put “wonder only”, hoping that the AI would build one. I waited forever and apart for some skirmishes for the relicts, I also didn’t really attack it. Even after an extended period, it never built a wonder.

In the replay I found out that it never had enough resources because it kept building army and throwing it away. But it didn’t trade or do anything to work towards that goal either.

Yea I have not seen AI build a wonder in months. They used to build one or two quite frequently.

In high resources mode they do sometimes
