Help a newbie finally play the game

I am an old player from first Age of Empire and finally decide to buy this game on Steam. When I started playing I notice it was limited outpost. I tried downloading some “mods” directly in-game like unlimted pop + outpost etc but with no success: AI in-game didnt do anything just standing still.

My question, how do I get unlimited outpost/pop so I can start playing this game?

Sadly all those mods are highly outdated…
So you´d eather need to wait for someone who mods that for you, OR play the game as it is °-°

I´ll ask for an refund and maybe buy the newest AOE instead and hoping it has what I want.
