I think the card is supposed to add +1, but presumably only the first time.
Sumatran Elephants now require 1 Pop per each Unit from the latest Update.
However, there was no explanation that the effect would overlap each time the Card is used, so I think it’s a bug.
There is no precedent for a Card where the required Pop increases each time it is used. If a Card with such a special effect was to be added, the developers would have given some kind of explanation about that.
Definitely bug, better raise it in the bug section

I just think they should not sffact infinite card then it is fine. Or don’t ship for previously used cards, just future cards
