Hishar Academy doesn't generate food after a while

Is it reproductible ? Yes.

I did a test game for this building with the Dehli Sultanate.

Hishar academy do goes up to 660 food/min and like 2 or 3 minutes after I was done researching technologies It just dropped to 0.

Is it intended or a bug ?

( If it is intended, this will be the worst landmark in the game :p)
