My friend and I player a few scenario games and now our home cities are bugged. We can’t level up and we have the exact same levels: Brits: 16 Swedes: 5 Dutch: 8 Japanese: 6 The rest is still level 1. I really want to level up and customize my home cities, so please look into this.
