Do you really need to reset ? You can still play campaigns by starting from the start, as what you do in one scenario doesn’t carry over to the next
From experience, the data itself is located in 2 locations.
The unlocked campaigns seem linked to a cloud server, be it Steam or Microsoft, as it remains the same on all my PCs. The medals earned however seem to be locally-stored, I play on several PCs (a big desktop and a laptop) so not all finished missions and campaigns have a medal displayed, sometimes earlier missions do not while later ones do.
So if you want to reset medals, it must be some file somewhere on your computer. Unlocked campaigns however seem to be server-based, you cannot access it except the nuclear option that would be opening a new Steam account and buying the game again…

Nothing prevents you from replaying already played campaigns, any unlocked mission can be played as many times as you want. Some are even designed around that with several mutually exclusive paths, for example in Kotyan 5 you can decide either to stay in Hungary or go to Bulgaria. Achievements also add an incentive to replay them.
I do not understand why you’d need a clean slate for that.

Not certain but I think steam family sharing should work for this, you would create a second account and share the aoe game with that account. I think this is only possible if you bought the game on steam. I don’t know the exact procedure, but it’s probably described in the steam documentation.
