I try to open new African random maps .xs and .xml files with Notepad and Notepad++, but the only thing I can see are those weird codification symbols. Is there a way to see the original code?

This is unfortunately intentional, to prevent modders from copying the maps and making them available to everyone for free, while they should be available only to those who own the African DLC.

You cannot view the African map scripts. Like I said, they are intentionally made unreadable.
