So disappointing, the Nov 12 patch made no difference for me either, still having the buggered up menu issue

Same here, no change…all menus still flicker like crazy until I unplug my sim gear
AOE4 Known Issues tracker has this comment:
This issue has been fixed in Minor Patch 15.1.7149 for most instances, and we are tracking further reports of this issue.
