Crafting 15-20 trebuchets in a single game is highly unlikely. However, accumulating 15-20 traction trebuchets is much easier. My recommendation is to increase the training time of the traction trebuchet to 90 seconds. This will prevent excessive accumulation without weakening its mechanical advantages.

Is that an issue ? Except on BF (if bad map generation) space is a small issue that can force to expand or to cut trees, consider the space as an issue is a joke.
It can unexpectedly become a problem. It is an important factor how to use your base land.
I have had a few games where space became an issue, but it is a bit rare, especially if you’re on the offensive. Traction trebs are similar cost to trebuchets (lower total cost, but higher cost if you give gold extra weight). They’re pretty bad if you only have a few of them (terrible damage against buildings). But if you mass them, they can double as extra-range BBCs, and the numbers will allow them to deal decent damage to buildings too. Pretty expensive to mass them, but it can be done.
