In Finnish Revolution, when Turku Academy card is shipped, the Explorers lose their previous abilities. And they don’t learn heal abilities.

Here’s the steps to reproduce the issue:
- Revolt as Finland with any civilization possible.
- Then enter the Home City menu and ship Turku Academy card.
- And when the card arrives, the Explorers will be unable to use their old abilities instead of their new ones except Heal.
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
The Explorers should be able to use abilities like Sharpshooter Attack after receiving the card along with new abilities.

Before shipping
The card description doesn’t say anything about the loss of abilities. And it also says that The Explorers will be given the Heal ability.
Turku Academy card has been shipped.
The Explorers gain new abilities but not Heal, and lose all of previous ones.
