Incas Skirmishers have +8 pierce armor?

Bug: Incas elite skirmishers have +8 total pierce armor.

Not sure if this is a bug, or where i’m supposed to post this. But I was playing someone and their skirmishers were absolutely invincible to ranged attacks. Then I noticed.

Why do Incas Skirmishers have +8 pierce armor?? fully upgraded.

Nope this is normal.

He probably just got all the smith upgrades.

This is correct. Not only Incas, but most civs get elite skirmishers and full armor upgrades:

Lithuanians have additional +2 pierce armor available by researching Tower Shields. So, 10 piece armor in total.
