Finally I see this being listed in next update, after 2 Months this occurred, in a China dedicated Update. 
(Glad that now China is getting dedicated update, and Japan never exactly needed one. So that’s 2 of 3 Asian civs updated)

So I guess shipments getting blocked wasn’t a serious issue, so there wasnt an attempt for a hotfix patch and players had to play with the inconsistency, for 2 months or more (including new year/christmas).
