ISSUE EXPERIENCED
When i revolt to indonesia at 60 min treaty game i got infinite elephant card.When i started making elephants my pop got to a 4200 pop and sometimes even elephants dies my pop dont go down.I mean its go down but its most of the time above 200 so i cant make any unit.

Here’s the steps to reproduce the issue:
- Revolt to indonesia
- Keep taking elephant card until you can call a big number of elephants
3.Fight with some player and observe
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
Elephants shouldnt occupy that much pop and i could be able build units when they die
