Has anyone ever tried to impliment more than 1 flag for a Civ, so that for example you had different variations of flags flying in your town center?
So, for example, you’d have lets say the germans flying all those flags in their town?
It’d just be a visual mod, but it would make the game a bit more historical (universial, “state-flags” were not a thing until about 1800, beforehand, you’d rather either have personal flags for important figures (e.g. generals or the “owners” of the regiment or regimental colours).
Age of Pirates modders managed to change players’ flags by triggering fake revolutions in their native settlements—specifically on their historical maps based on the French Revolution. It would be interesting to see how they did it.

They also managed to have different unit skins (the palatinate Landsknechts, i.I.r.c., have 3/4 skins), so it somehow is surely possible

The devs granted us a gift with the Meiji restauration as well: changing flags without revolting!
Not multiple different flags at once, but this effect was long searched for.
In the USS philidelphia Historical battle at some point they disguise a ship with a different flag. That might be the type of effect OP is looking for.

I vaguely remember you could do fake flag attachments all the way since 2005 so yeah it should be doable.

Yes, in the Home City they should let you customize everything, just like you have explorer skins, they should give you a flag selector (for example, with Italy they should let you use the Venetian flag in multiplayer, or the Genoa or Florence flags) (I would leave out flags that are already from revolutions to avoid confusion, so France would keep the fleur-de-lis)…
