Isis monument shield remains a short while after monument is destroyed

Issue:

Isis monuments act as a god power shield. After destroying the monument, the shield remains in place for some time.

Trigger Event:

Destroy an Isis monument.

Repro Steps:

  1. Play against Isis
  2. Destroy an Isis monument
  3. Attempt to use a god power in the range previously covered by the monument. It will fail.
  4. Wait a short time
  5. Attempt step 3 again. It will succeed.
