Playing as the Italians, when passing to the Industrial Age with the politician giving “1 corsaro e 1 nave corsara”, the “nave corsara” appears, with no “corsaro” aboard, and a “battello” appears, unmanned, with no “corsaro” aboard

Here’s the steps to reproduce the issue:

  1. Play as the Italians on a water map
  2. Advance to the Industrial Age choosing the politician who gives “1 corsaro e 1 nave corsara”
  3. Two ships appear: a “Nave corsara” ship and a small boat named “Battello”
  4. Zoom on the “battello”: it should have a crew, but it’s unmanned
  5. Select the ship and the boat, approach the shore and click “Unload”: no corsair lands

The boat should be crewed; a corsair should land (perhaps from the “battello”?)
