The Italians can make basilica units without building (completing) basilica.

Here’s the steps to reproduce the issue:

  1. Queue a Basilica foundation (you have to pay for the foundation if laid by an architect)
  2. Select the foundation and queue basilica units with hotkeys
  3. you get basilica units w/o building basilica You can even cancel the foundation.

You need to complete basilica before queuing those units
