Japanese - Buddhist Monk + Nehan Conversion - Increases movement speed of units by +20%, but description says +25%

For Japanese, if you choose the Temple of Inequality Landmark, you get access to
Buddhist Monks from their Buddhist Temple Monasteries. In Imperial, you can get the “Nehan” upgrade which is supposed to increase the movement speed of nearby units by +25% when using the “Nehan Conversion” ability on a monk holding a relic. When testing it in game, the actual buff only gives +20% movement speed, instead of +25%.

Bumping this in the spirit of fixing things for the big Season 9 Update.

Either the +20% effect is wrong, or the +25% description is wrong.
