Issue: Japan does not spawn a transport ship in maps like Vineland Saga

Trigger Event: I WOULD HAVE INCLUDED PICTURES OF THIS ERROR/BUG BUT I CAN’T CUZ I’M A “NEW USER”…

Repro Steps:

  1. pick Japanese

  2. select map like Vinelandsaga, or team migration

  3. click play

  4. find no ship
