Khitans can get more than 2 vils on a pasture

send two to a pasture. garrison them. Send two more to the pasture. send the first two back to work. 4 vils will now work the pasture.

Here’s the steps to reproduce the issue:
send two to a pasture. garrison them. Send two more to the pasture. send the first two back to work. 4 vils will now work the pasture. Once the current “deer” is finished the others go idle
