Just saying…
Are the Lakota and Haudenosaunee flags on their buildings intentionally generic? (I highly doubt it).
Those two civs have simple blue, red etc… flags depending on the colour chosen by the player on the building, but not on the HC button.
In case of a bug, then I would post this on the right section.
